This situation is a very common thing among students in Malaysia and also occurs among people who normally use more than one language. This phenomenon is called code-switching and usually happened in bilingual societies. What is code-switching? It is when a person mixes two languages in a single sentence or a conversation. This issue was ordinary to take place in Malaysian students which is learning more than one language. Our country students usually learned more than three language likes national language, mother language and etc. Our ministry of education set English as a second language in Malaysia, so Malaysian English Language Instructors and ESL (English as second Language) requires learners tend to use more than one code of language in the context of formal classroom. Now, we wants to discuss the factors that cause ESL learners to code switch and how to overcome it. 2.0 Main Body 2.1 Feel More Comfortable, Environment, Lack of Confidence The first factors it cause students cannot switching code immediately because they not usual to use English and also feel custom and more comfortable to use their own language. They prefer to use their own language because it is more smoothed and easy communicate with their friend. Besides that, they also did not have a good environment or social to speak English. Take one example, we was grow in a family which does not often speak English and we just only use our mother language to communicate with our familyââ¬â¢s in home, that is a big problem for us to learn and speak English properly. The problem will cause the students lack of confidence to speak English because they do not have basic for speak to other people. Last but not least, they also will feel shy to use English because they are afraid of speaking mistakes. 2.2 Lack of Motivation, Lack of Interest, Lack of Enforcement Furthermore, they also lack of motivation because they do not get any courage from their friend or family. When students do not have enough vocabulary word theyà cannot speak any perfects English. If they cannot speak English properly, they will give their friend laugh and it will causes they do not have more interest in English. Besides that, they will also give up to learn English and also will drop out of study. Motivation may be expect to improve when class take into account students likes in teaching style and lesson material. Additionally, parents did not enforce their children to speak and learn English in home. Parents also lack of accompany with their children to teach them important of English or another language in the whole world even tourism and doing business. 2.3 Watch more English videos, more interaction, talk with others race After the factors let us talk about solutions to overcome the problem students who are face it. Lecturers can takes some video from youtube or google to share with students but ensure the video can help students to improve their English. They can also listen music English or see an English movie to increase their listen and speaking skill. We must let students have more interaction and practice among them when during lesson. Lecturers should break them into different group with different language or country to get more chance to be in touch with English in class. 2.4 Join the activity can improve English, Attended to tuition, Penalty The parents need to speak with them in English and without home language at home to improve their basic in speaking. Parents also can send them to counselling or campaign for training them to use English in social life. Students must me hardworking and go to a place which availability of additional resources or knowledge to increase their vocabulary. To give those students cannot handle the basics English parents should force them to attend tuition class. When students in the school or college, lecturers must be ensure students are in the English speaking zone to communicate with their friend without other language. Last but not least, if those students who are not follow the rules must give a heavy penalty to let them remember and would not do a same mistake against. 3.0 Recommendation and Conclusion The use of mother language is not conclusively a threat to English as a language or a subject at school. Alzheimerââ¬â¢s disease is unbelievably devastating for everyone affected by it. This disease is causing major economical problems such as less occupancy in the nursing homes, and hospitals due to the rising population of elderly men and women being diagnosed with it everyday. Because there is not yet a cure for this disease and the percent of the population being diagnosed keeps rapidly rising, more time and money needs to go towards Alzheimerââ¬â¢s research. Alzheimerââ¬â¢s disease is a form of dementia which is a brain disorder that impairs mental functioning. Dementia attacks the part of the brain which controls memory, language, and thought. Imagine a world with no women. There are no wives, no sisters, no daughters, and no mothers. Unfortunately, this world is on the brink of becoming a scary reality for Asian countries such as China and India. Due to attempts to control population and the low value associated with females in these societies historically and culturally, both China and India are now facing a serious gender imbalance. Female infanticide and sex-selective abortion are responsible for this gender imbalance. Due to the high occurrence of foeticides, infanticides, including new born neglect and abandonment, he world is currently deprived of over 100 million women. China and India alone are responsible for 80 million missing females. CHINA: In 1978 China introduced the one-child policy. The Chinese population was growing too fast and already was enormous. The government introduced this policy to slow down the growth of the population of China. This encouraged female infanticide even more. Before the introduction of the one-child policy female infanticide already existed. According to a report, an interview with 40 women over age 50, who claimed to have given birth to 183 sons and 175 daughters, of whom 126 sons but only 53 aughters survived to age 10. By their account, the women had destroyed 78 of their daughters. To Chinese families the son is the most important child. They believe that the son can work, carry the family name and look after elderly parents. Only after the desire of having a son or two has been met, do Chinese families prefer having a girl. INDIA: In the global arena, India is indeed fast developing and is gradually becoming a force to reckon with and this makes us extremely proud. However, there are certain home truths we arenââ¬â¢t aware of or chose to turn a deaf ear to. Female infanticide is one of them. India as a country is steeped in patriarchal values and thereby continues to talk about the importance of raising a male child. The idea of the male child enwraps an image of future security, protection, wealth and prosperity. Only can a male child grow up to look after his family. Only can a male child protect his family. Women are simply viewed as commodities and properties belonging to men. Women are perceived to be a burden on the family. From the time she is born, the only way her physical being/existence is given meaning is by virtue of marriage. In the institution of marriage lies the salvation of the woman. In looking after her husband and bearing children lies her attainment of Nirvana. And with marriage comes the social evil of ââ¬Ëdowry (giving away lump sums of money and gifts during marriage) which continues to haunt families. A large population of India continues to struggle on a daily basis for its survival. Issues in the 74th Constitutional Amendment Act The enactment of the 74th Constitutional Amendment Act marks a transformation in the role of urban local governing bodies in terms of the urban governing bodies being constitutionalised and substantial authorities being granted to them under the act regarding decision making to acquiring finance, but still certain questions remained unanswered. The first issue in implementation of the act is the identification and demarcation rural and urban areas. In states like Gujarat, West Bengal, Kerala, approximately two third of towns are non-municipal towns.[2] Even though these towns in these states have higher prevalence of non-agricultural activities these town are not recognised as cities and are still under the status of villages, this is because under the status of villages the state government can sanction grant for implementation of projects for rural development like MNREGA, NREGA etc. while on the other hand if these area are classified as cites the states would not be able to sanction money for such developmental activities from the government and the state itself will be responsible to provide grants for further infrastructure development in these newly formed cities. The implication of this is that the local bodies lose out on better sources of finance. Therefore due to the vested interest of the members of the political structure of the state barriers are created in the implementation of the 74th Constitutional Amendment Act. The 74th Constitutional Amendment Act makes the urban local bodies responsible not only for mere implementation of the state directives, but also makes them responsible for carrying out activities for social and economic development under 18 subject mentioned under schedule 12 i.e. article 243W, but the act does not make it clear how the three tier bodies i.e. municipal corporations, municipal councils and nagar panchayats will work in synchrony in order to accomplish this tasks. The example committees under the Chandigarh municipal corporation are as follows: Water Supply and Sewerage Committee Roads Committee Slum Development Committee Fire Services Committee Environment City Beautification Committee House Tax Committee Finance Committee Contract Committee Report of findings Under the74th Constitutional Amendment Act, the urban local bodies is also been charged with activities of social and economic development for the empowerment of the citizen of the particular cities, but in Chandigarh there has been incongruence with the mandates of the act, where the Chandigarh Municipal Corporation has been partially endowed with such responsibility education and health and the Chandigarh administration maintains a monopoly, this lead to overlapping functions, and it is conceptually against what has been mandated in the 74th Constitutional Amendment Act. As per the 74th Constitutional Amendment Act, the members of the urban local bodies have to be elected by the people of the city, this what has been implemented in the Chandigarh Municipal Corporation as well, but as the members of the municipal board belong to different political parties, there has been difference of opinion regarding decision making and implementation of project, which in turn delays or eith er sabotages the developmental or infrastructural initiative by the Chandigarh municipal corporation at times, here there has not been a failure of the act, but this is because of different political parties acting as per their own vested interest. The municipal corporation in Chandigarh faces issue of funds accumulation because of two reasons. The first being that the funding grants are in the hands of Chandigarh administration which at times end up either blocking or delaying transfer of funds to the Chandigarh municipal corporation and the second being the inefficient state finance commission. Even if the funds are being allocated only a small fraction is employed in implementation of project as due to the layer of political agents that end up utilising funds from their own purposes. As mentioned above that the Chandigarh municipal corporation has been facing dearth of funds, one of the reason is that the municipal corporation has failed to recover tax arrears, majorly thes e tax arrears has been because there has been defaulters amongst liquor vendors and water tariffs. Thus this implies 1) there is an improper record system in the Chandigarh municipal corporation leading to arrears as large as $112,375,000[3], 2) extensive corruption. Conclusion: From the information about the enactment, features, flaws of the 74th Constitutional Amendment Act, and by presenting the case study of Chandigarh Municipal Corporation, I finally conclude that the 74th Constitutional Amendment Act is apt in its spirit of empowerment and decentralisation of function and responsibilities to the urban local bodies, but there lies an issue with the effective implementation of the act. In this regard the blame can be given to the still existing beauracratic structure of governance in India leading to rent seeking and red-tapping, but along with this there has been lack of awareness and motivation amongst the public which are an equal part of the governance system.
